Note	The publisher of the artifact: the utility whose tariff book states a plan's terms, the party that filed or authored a publication unit, or the party that assembled an URPX exchange package. Publication is a property of the artifact, not of the rate plan whose terms it carries; the organization that offers a plan is named by urpx:offeredBy on the plan. A PricingModel carries both, being an authored unit that is itself published. Where a model is published within a filing, the filing carries the publisher and the model may leave it unstated. On a SourcePublication, urpx:issuingAuthority names the issuing or approving body where that differs from the publisher — a commission order approving a utility's tariff is published by the commission and issued under its own authority, while the utility's tariff book is published by the utility and also issued as part of public utility commission documentation.
